From 1990 to 2007, Hovis-Francis held various assignments in Juvenile and Adult as well as Professional Standards. When she promoted to Division Director I in 2007, she was assigned to the Training Division and later the Central Adult Services Division. In 2012, Hovis-Francis was promoted to Division Director II and held assignments with the Adult Central Services Division. She also implemented the AB109/Day Reporting Centers Division and later the Research Division.
