New Deputy Chief Probation Officer Announced

Chief Probation Officer Michelle Scray Brown is proud to announce the appointment of Julie Hovis-Francis to Deputy Chief Probation Officer. DCPO Hovis-Francis will oversee the Detention Corrections Bureau, which consists of two Juvenile Detention and Assessment Centers, the Gateway Program and approximately 400 personnel, both sworn and nonsworn. Hovis-Francis received her appointment following the retirement of DCPO Christine Owens. Throughout her career, Hovis-Francis has promoted through the ranks and acquired experience in the Juvenile, Adult, and Specialized Bureaus within the department. She began her career with the San Bernardino County Probation Department in 1986 as a recurrent group counselor trainee at the Central Valley Juvenile Detention and Assessment Center. In 1990, Hovis-Francis promoted to the position of Probation Officer II and six years later she was promoted to Probation Officer III. In 1997, she became a Supervising Probation Officer. From 1990 to 2007, Hovis-Francis held various assignments in Juvenile and Adult as well as Professional Standards. When she promoted to Division Director I in 2007, she was assigned to the Training Division and later the Central Adult Services Division. In 2012, Hovis-Francis was promoted to Division Director II and held assignments with the Adult Central Services Division. She also implemented the AB109/Day Reporting Centers Division and later the Research Division. Hovis-Francis has earned a reputation for her hard work, innovation, and an extensive knowledge of probation services and is an active member of the California Probation, Parole and Correctional Association (CPPCA).
